Adding funds from debit card declined?

I'm trying to add funds to my PayPal account to clear an outstanding balance. I'm using a debt card < with sufficient funds 🙂 >  All goes well till I get to the "Review your Transfer" page then when I click "Add" I get the "We can't process your request right now. Please try again later" message. Tried two different cards over the last week.

Assistance appreciated.
