Accidentally chose "Paying for goods or service" instead of "Sending to a friend and family"

So one of my friends made an account on PayPal, and I had to send him some money. I mistakenly chose the payment type as "Paying for goods or service" instead of "Sending to a friend and family", and now his account is limited, and he can't use his account.

How can I rectify it? Please help.

Is the money on hold for 21 days besides account being limited? 

You can file a dispute for item not received and friend can issue a refund if they can. If their limitation does not allow them to issue refund, they must contact PayPal to ask customer service to issue refund.

If friend does not have available funds in PayPal balance, the refund will come from their bank account or they’ll have negative balance. The 21 day hold funds will be released later.
