A money sender has notified me that "tried few times to make payment from different paypal accounts, all failed". They are in Hong Kong, I am in Ukraine. They has received the following message to their first attempt, "Your account is not supported for this action". What should they (or me) do to solve this?
Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link. https://www.paypal.com/ua/smarthelp/article/faq4646
However the friends/family option is not available in every country. Unfortunately they may be in one of those countries so would not be able to send payments to the Ukraine. You still can't do commercial transactions and receive goods/services payments.
Advice is voluntary. Kudos / Solution appreciated.
