Return Shipping Costs - Is Paypal policy colluding with/enabling Sellers' criminal activity?

I have experienced it more than once.

And a brief search through Ask Community has revealead enough people aggrieved by the same events/situation:

They've received a purchase, - usually from China, Korea, or the USA,- that does not match item's description.

They open a distute, and are promised a full refund, provided they pay the costs of international shipping costs involved.

While Paypal steps in to offer a Return on Us reinbursement, caped at 15GBP, this either:

a) only cover 50-90% of costs and, or

b) Buyer is never given any clear guaranties of how much, if any, of the costs the will be reimbursed,

c) neither when, nor how.

In sum, Sellers lie to get hands on Buyers' money, send any old rubish, and Seller is left to both not get what they paid and waited for, and must forfeit a big chunk of their due refund in Shipping costs to get any part of their money back.

Paypal Policy is enabling this.  As Buyers, we cannot fault Sellers who are profiteering from Paypal's loophole, at the expense of innocent Buyers, who putting their trust and faith on Paypal's Buyers Protection, end up defrauded by Paypal's profitable Seller's Protection.

A scandal!  More often referred to as a Scam, being routinely facilitated by Paypal, at the expense of trusting Buyers.

What to do?  Respond to this post, and share it in all your personal Social Media platforms to both raise awareness, and pressurise Paypal to review its current extortion supportive policies.

Thank you in advance to all who will take right action.
