Paypal my cash error code 203

So I guess paypal my cash whole system is down cause it won't let me load up my card ... can customer service please help!!!

If you read the top of the card it also says Paypal inc. I wrote to Incomm and told them what they have done to me and my child.

The final solution they had for me after emailing photos of the cash card and receipt was to mail them a written letter requesting a refund. And now I have to wait up to 4wks to receive my refund check in the mail.

They told me the same. Never once did they ever contact me by Email either! I LUCKILY found out only because I called them after they lied to me. I knew I couldn't trust them and that is why I recoreded my conversations too! After being told so many different lies or excuses, I'm glad I did! Since they have ruined my daughters Chritsmas I am talking to legal people right now for help on where to start. They do say I have a case after reading everyone's comments. They haven't done 1 thing to help me or make it right. If they would have helped me make sure my daughter had a Christmas I would been happy with that and let it go. I filed with the BBB and you should too!

I've been waiting since the beginning of December. I sent my first written request for a refund on 12/3/15 and have sent a 2nd and 3rd written request signed along with a copy of a copy of my photo ID. I've been calling mycashcard reps everyday to no avail. There have been no updates as of tonight. I've spoken with a few supervisors and they sent a "high priority email" on 12/17/15 requesting an update on my reference number. Unfortunately, there have been no updates whatsoever. This is sooooooo wack. I want my $500. Its Christmas and I need to spoil my neices and nephew. I was hoping to have this $500 for the holidays but looks like it won't be happening!
