How do I resolved my limitation

As long as its not a permanent limitation then normally paypal direct you to the resolution centre to resolve things.
Advice is voluntary.

It's crazy, we are located in Costa Rica, Paypal accepted a payment for us in a Spain filial, charged the commission and then held our money for almost a year without responding to our multiple requests for reimbursement. In the end, they blocked the account because it is risky!!!. This without having a valid argument for it. This situation is really disappointing in that this retention appears to be illegal.
