UPS Deducts shipping costs twice?

When printing from Paypal UPS Labels, why does it take the money out when they print and then again when the item is delivered? My account drops when I print off UPS shipping labels and then again when the item is delivered. Should I call paypal and ask them about this?

I have contacted PP and provide them with the details of how my balance have been deducted twice (verified it with my accountant) they continue to deny it. I am not sure how many times they have done it in the past, so far 3 of them (gladly I am not using UPS frquently). what should be the next step?

I have the same problem...I started noticing this recently. After selling something I would move my money out of paypal and UPS will show the hold. Then after the item is delivered I get charged again and since i have no money in my account my paypal a/c will show a negative balance.
And my other question is why do we have to pay UPS cost via a paypal balance? Why isn't the Credit card option not available? This is definietly a big SCAM. I'm going to get to the bottom of this and if anyone is planning a class action count me in.

With UPS the transactions are REALLY confusing. Its easier to see if you go to History>view all transactions with balance.
What happens is this...
The label is created and the funds are captured and placed on hold, if the package is not delivered within 5 days the payment releases and is then taken again. You can see this with the about reference. Without that, its almost impossible to see and you think you are being charged twice. The above answer that PayPal Amanda gave is why the charges may be different the second time the charges are pulled out then when the label was origninal created.

I am sorry you are wrong. I have checked my balances and have been deducted twice for every transaction.

So I am pretty sure I have been getting charge double for my UPS shipments every time. I pay when I print the label, then they charge me again when the package is dropped off. I am alomost positive it is now in the $200 range of double charged shipments.
Anyone else have this problem?

Yes, same problem here. Looks like another case of Paypal stealing money - they're known for it (Google "paypal double charged" and check out the results). Unfortunately, it's nearly impossible to actually talk to anyone at Paypal - they'll most likely ignore you. I am personally closing my account and won't ever use the schmucks again (i've had an account here for almost 10 years).

I can definitely clear up some confusion for you about UPS payments. The process can cause some confusion, and you're not the first people to think you were charged twice.
When a shipping label is created using UPS, the funds are deducted from your account and placed on hold. Once the label information is processed by UPS, the funds are added back to your PayPal account balance, deducted again from your account and sent to UPS. This process can take up to 5 business days.
The best way to confirm this for yourself is to log into your PayPal account, go to History, and search with the start date set to before you bought the UPS label. Then click the link to view All activity (with balance). This will show you how the funds were charged and placed on hold, then a few days later they were released from hold (which will make your balance increase for a brief moment) and then sent to UPS (which immediately subtracts the funds that were added back a second ago in the last step).

It is NOT a transaction going from ''pending'' to ''release'' .It should only take the pending $$ [the money they have placed on hold from the available balance], NOT from the available balance again.Its called the UPS-PAYPAL GHOST Charges.

I have some major issues with this as well, paypal makes it very difficult to understand the actual balance in your account at any time. I have always wondered why paypal does not show a scrolling transaction balance? No reason not too, all other banks do???
Second, I never know when money will be taken out of my account etc, nor how much is actually deducted for pending or is not deducted. This morning I had less than I do in my account now, but see no transactions? I have no idea what has been deducted etc, and still have labels that show pending, but not sure what has been taken out, what will be taken out, etc. I think paypal could spend a little time revising this system, for how many users they have and being online only many other online banking applications are much more refined.
Also why does no one have trouble when using usps labels? I would think paypal would have the power to tell ups, "for our customers ease of use, charges well be immediate, no pending bs...."
Seems overall paypal is more concerned about keeping ups happy, and hiding what could be in your account than showing. It would be very simply to add a rolling balance after every transaction, and show any pending transactions above all of this. How is ups allowed to debit my paypal account for whatever they feel they want without my authorization? I authorize the pending amount, but per the paypal associate this is placed back in the account then ups pulls out what they want when they want?
All in all seems like horrible service and business for the customer.
Also I have authorizations that show expired, what does that mean? Is that going to be retried to pull out of my account as the original authorization expired? I am to the point where I do not want to ship anything through paypal as it is nearly impossible to keep track of how much I am spending on labels and how much money I actually have in my balance, there is so much pending, expired, authorizations, etc etc it is impossible to keep up. I shipped one package on Nov 13, and see I was finally deducted for the label on the 20th, should paypal users expect a 7 day delay for being charged for the label they print? I have authorizations that have expired and I assume those are going to come out at a later date?
Really paypal, should it be so hard for everyone?
Here is an example of a recent shipping label transaction, it appears I was debited 3 times and only credited once, therefore showing 2 charges for the same label, correct? Again this would be easier to understand with a scrolling balance.
