what happens if you sell and item and the buyer pays for shipping and shipping becomes less then you charged .. does the buyer get refunded the balance from the shipping fee ? thx for anyones input .

The seller has to go into the paypal transaction and initiate a refund for the difference. It really depends on the wording in the policy or auction though. If you show a fixed shipping amount, and it's less, you're not obligated to refund the difference.
