Best International Shipping method for Seller Protection?

I've been shipping some $150 items internationally via First Class Mail and have not had any problems. But after reading some horror stories, I'm trying to figure out the best way to ship them and still fall under PayPal's Seller Protection rules. I'm a bit confused by the information that is out there. Is shipping Priority Mail International (non-flat rate) good enough? Or do I need to add insurance? Is Priority Mail tracking good enough to for proof of delivery? I'd appreciate any advice. Thanks!
