"Send Money Abroad" broken?

I've been trying to send money to a friend in Germany for a week now.  I'm using a balance that I have already converted to Euros but the traditional "send money" always charges me 3.9% even though I've gone through the steps with customer service reps for a "personal paypal balance transfer" step by step including taking a video to ensure I had not done it incorrectly.  Everywhere on the website and the 4 times I've stepped through it with assistance from a CSR I've been assured it should only be 2% but get charged 3.9% and have to get a refund.

 

I have been trying the "send money internationally" link from the send money page but after I click through the process, it takes me to a German paypal that says the feature is temporarily unavailable (in German of course).  Nobody on the phone at paypal seems to even know or understand that this part of their website exists.   Is there a technical support line I can reach for the main website?

IF you can speak German, it might be better to talk to Paypal Germany and see what's up there.

 

First, try going here;

 

https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside

 

It's a list of the countries where Paypal is accepted - the top list is a list of where they have bases.

 

Click on "Germany" in the middle row - that takes you to the German website for Paypal.

 

Sign in and try initiating the payment from that website.

 

It's just a hunch, but perhaps Germany likes everything to be done from their base.
