Apparently the only way to add funds other than through a bank account is from a GreenDot Money Pak. I too am going through this problem as I do not wish to connect my bank with paypal. Now don't get the GreenDot Money Pak confused with the Green Dot Debit Card, it's an entirly different thing. I have a Green Dot Debit Card, and before the smart connect came out, it worked just fine with making payments. Now they won't allow me to. I contacted customer service but still no help, they see the card on the account but won't be able to make the payment. I'm getting very tired of Paypal, I've tried contacting them through many ways, they have very very poor customer service! Your best bet is to pay it off through mail when you get the bill. I'm still trying to figure out whether money order is accepted. Still no luck. It seems checks are accepted. Paypal apparently really wants you to use your bank account. When ever I find a way to pay this bill off, I'm deleting my paypal account, this is just rediculous.

Okay according from customer service, you can send money order. The only options online is through bank account or GreenDot Money Pak. So your best bet is send check or money order by mail.

I suppose if you have a friend with paypal you could send them money as a cash advance from your credit card to their paypal and then have then send it to your paypay and leave it in the account. Then the balance will reflect the difference and automatically adjust the balance.
