Payment sent, Recipient did not get it.

I sent 140 Euro from my PayPal Account to a seller in Germany.

On my PayPal account it says, that the seller was notified and the transaction was completed.

The seller wrote an email, telling me, that the money was not on his account.

What shall I do?
