New eBay seller cannot access PayPal payments

I purchased something from a seller via eBay yesturday via PayPal, and the seller informed me that

"I have to "wait" for who knows how long????? before the funds are available to them, so the seller can send my package, because they are a new seller".

 

I am thinking........What????? When did this start? Has it alway's been this way?

I used to sell on eBay years ago...I have never heard of this. I use PayPal all the time via other sites with no problem. Now this????

 

Why does the seller have to wait so long for the funds to become available in their PayPal account? Can someone tell me what's going on? Is this a new rule now?????? .......Please...will someone let me know?

 

Please will someone explain all of this?

This is a new rule, but the seller is abusing it.

 

Sellers in certain areas are subject to a 21 day hold on their funds or until Paypal is satisfied that there's no problem with the transaction, ie, it's been delivered.

 

However, sellers are not allowed to delay the shipment of the item.

 

File an "Item not received" complaint here;

You don't need to put up with that nonsense.
