giving out my paypal email

I am buying a small amount of amber from a guy in Lithuania,,, and he requested that i send him my paypal email address so that he could bill me.

is this normal?

Well you either send him your email address so he can send a money request or invoice or

he sends you his email address so you can use send money > goods / services to pay him.
