cant send payment

I cant send friends and family payment to my dad. my account is fully verified so it his there are no limitations. ive contacted paypal and they said their isn't anything they can do ive called 5 different paypal employees about this to see if anyone can help but nothing. please help.

Why can't you send, what message do you get and how far do you get?

What funding source are you using?

What other funding sources are linked to your paypal account?

Is it in the same currency?

Does your father have a paypal account?

Is his verified?

Does his have any limitations?
