adding a UK debit card to a USA PayPal account

I have maintained a us paypal account based on my Wells Fargo account. I now wish to add an isle of man bank debit card.

you can't.

paypal is country specific so you can only add one countries financial info ie cards / bank accounts to that countries paypal account.

the only exception is U.S users can add their U.S bank accounts to other countries paypal accounts.

I understand that I cannot add a U.K. debit card and bank to my U.S.A account. Then my only option is to open a new account with Paypal U.K?

Yes if you move country paypal advise you open another paypal account in the country you are now in as you can't change a country address on a paypal account.

I live in Venezuela although my bank and debit card are in the United Kingdom. Does the same apply? Can I open a Uk Paypal account?

As you were posting on the UK board i presumed you are in the UK.

If you are in Venezuela then you would need to add that countries card or bank account to that countries paypal account if that is allowed in Venezuela. Some countries only allow U.S bank accounts to be linked to them.

Currently I live in Venezuela although my bank is Wells Fargo in the USA. I have a paypal account associated with that bank. I am assuming that the same would apply if I opened a UK Paypal account associated with my UK account. I am a Uk citizen. Thank you for these prompt answers. I have been trying to work this out for weeks.
