There are a few reasons why a payment might not go through. I can't see your account here so my advice would be to contact customer support. 

You can get us by clicking 'contact' at the end of your page. We are also on Facebook and Twitter @AskPayPal.

Seems to be areal commmon issue - with no clear answer which is extremely frustrating

Hopefully they will answer my email sometime so I can pay my bill ....not sure the supplier believes me though sigh

I'm really to sorry to hear you are experiencing this issue.

Unfortunatelly no one here can see your PayPal account.

I would recommend you to contact PayPal Customer Service over phone by clicking on 'Contact' and 'Call us' options.

Alternatively you can also contact via Facebook or Twitter!

Hope it will get resolved for you very soon.
