Problem Sending money

I have tried sending money tonight to three different people.
I have tried in GBP (my currency) and USD (their currency).
I have tried sending them the money as a gift. I have tried sending the money for goods/services.
I have cleared caches. I have cleared cookies.
EVERY TIME I try I get the response
"We're sorry, the recipient doesn't accept payments using this funding source. Please choose another."
what the **bleep** is going on Paypal?!

I’m sorry to hear this.
In this situation I would recommend you ensuring that your PayPal account is verified and that you have an active and verified funding source added.
You can also ask the sellers to send you invoices which should help completing payments.
In case of issues I would recommend you calling PayPal Customer Services by clicking onto Contact us on any PayPal page as they will be able to review your account and provide you with the best course of action.
