As a PayPal Send Only account holder, you are not permitted to receive funds

Dear Mrs/Mr,
I have problem with my account.
When I want to make invoice system gives me this message "Your Account May Only Be Used to Send Money

As a PayPal Send Only account holder, you are not permitted to receive funds from other PayPal account holders."

I had no problems so far with creating invoices and receiving money.
I am from Bosnia and Herzegovina. We were authorised to send and receive money so far. 

Has been any change from PayPal regardles that policy?

Ah, it seems i am not the only one, i thought something was wrong with my account.
Also Bosnia and Herzegovina here and i am getting the same message.
