insufficient funds charge

i recently made a purchase using paypal. the cost for the item was approximately $59.30. i had only $10 in my paypal account and $62 in the bank. so i added $60 to my paypal at the time of the purchase. there is a 2 week waiting period for the transaction. but what happened was that Paypal tried to withdraw the cost of the purchase directly out of my bank account AFTER i took out the $60 to put in paypal thus there was insufficient funds. thus i was charged an additional $42.50 by the bank. why did paypal take the money directly out of my account? i thought i had to add funds to the account and it draws from that. why am i getting brutalized for this mistake?

I had a run in on this same date with an INF charge in my account caused by Paypal. I guess it was my misunderstanding? But the bank account I have attached to paypal isn't one I keep money in anymore. I OK'd a $10 charge to restock a gift card and hit OK as per usual when it said "draw funds from xxx04 bank or Mastercard if there are not enough funds". I assumed it would look over, see there wasnt enough and use my credit card. Well... I was wrong! I guess they tried to withdraw, it was INSF, and my bank hit me with a $42.50 charge!! Ridiculous!!! I thought I was covered with this "either/or" option. I am not happy! I'm not sure what to do.
