a buyer has made a non delivery claim after just 10 working days?

A customer in my Etsy shop from Japan has made a claim of non delivery after just 10 working days. I have responded sending her a copy of the customs form but she just eslcalated the dispute to a claim.

From her feedback she has a history of leaving negative feedback for an unusual number of "non deliveries"

i have responded to her dispute. Now that it is a claim, I see that paypal indicates that i have not sent them a note, or any faxes. Where and how do I do that?

I have only ever had one other dispute against me in about 10 years of selling on line and it was cancelled once the parcel arrived. I am at a loss as to how to proceed.

To make matters worse I am leaving on vacation on Monday.

Is there a phone number for paypal?

The parcel was sent surface mail with no tracking , the buyer did not request airmail or tracking.

I would appreciate your help.

yep  call paypal at   Login, Click "Contact Us", Click "Call Us"     Why hasn't anyone else replied sooner ?
