The PayPal Help system says there are limits on the amount of money that can be received and the number of credit card transactions which can be processed when using a payments button from a personal PayPal account.
Upgrade to a premier account , its basically a personal account for receiving. You still pay fees on a personal account so there is no reason not to make it a premier.
