Shipping fees issue from Paypal & Vistaprint!!!!!

I have a Vistaprint website which allows you to have a shopping cart through Paypal..

On Paypal I setup a flat rate shipping fee of $5.95...but everytime I add an item to the shopping cart it adds an additional $5.95 to the shipping fee instead of a flat rate!! 

Called Vistaprint and they told me Paypal needs to tell me what I need to do to fix this...

SO WHAT DO I DO?!?!?! PLEASE HELP!!!
