Return Problem - Buyer didn't send all items back and most of them are in washed condition

Hello PayPal Community,

 

I have been using PayPal as a payment gateway for 2 years and have hit an issue that I cannot seem to find an answer to and I hope somebody in this community can help.

 

I received a rather large order from a customer who wanted to order our items in two sizes to see which ones they prefered this totalled 10 items. The buyer received the items and then emailed me and demanded I pay the return costs for the size he didn't want, I did not agree to do so he opened a paypal claim. After a month the claim was escalated with a claims specialist reviewing the details, eventually he was told to return the items for a full refund to which I agreed.

 

I received the items today, two of which are missing and three are heavily washed, no tags attached and not in a resellable condition. The other five items still have the tags attached and have no signs of use.

 

The only option I see on the case is 'I have received the item – it has been returned by the buyer' which I do not want to agree to as the case will close and I am not happy with refunding the full amount.

 

The buyer could have returned an empty box and I would have no power to dispute it? There must be something I can do?

 

If someone could help me that would be excellent and I will try to help the community with anything I feel I have adequate knowledge in.
