Payment Failing - No help or clue by paypal

I have 2 paypal accounts
Operating since 5 years
Since few days problems have started coming up. Payments are failing and customer says that he is getting message- Card cant be used for payment
I fail to understand - Doesnt paypal system detects this and advices seller
I have lost huge amount of money because of this
Moreover there is no reply to my queries from help center
Paypal charges its seller in a premium way - way higer that others
Inspite of this they fail to provide support and accept major card these days
Moreover no support is there- no reply to messages.. nothing

Never faced this issue in 5 years
Only since 1-1.5 months
Every second day some payment or other fails and customer returns
