Hi all,
We are a travel agency in Spain and new to PayPal.
First two payments from clients went perfect.
But now we are facing problems: already 5 ou our clients cannot via PayPal.
some get the following mesage:
->Your credit or debit card has been declined for this transaction; PayPal could not validate the card. Please verify that the information
you entered is correct, or try a different credit or debit card.
a one client received this :
->Create a Paypal account
They al tried MC first. Afeter several attempts amd calls to the US. 3 of the same clients tried with their AMEX card: no succes, the same message displayed: PP could not validate the card.
Clients called Papal in the US and they were said the problem is the shop (me!). I mailed PayPal helpdesk and the answer was that the problem is at the clients end ... ping-pong ...
One of the clinets called his bank and everything seemes ok. Hij used the card abroad, incl. Spain in the past. And he can neither pay with his MC, nor with his AMEX ...
PayPal keeps saying it is teh clients Bank.
Surfing the web, reeding some blogs I kown this happens all the time. Isn't it about time PayPal takes some action???
They could inform the banking world ... I need a fast solution, clients are really upset and they are blaming me .. I'll loose business.
I hope someone can give me some useful feedback.
Best
Patrick

I received a call from PayPal US, helping me with the issue. The same friendly PayPal employee also forwarded a message to explain how PayPal works. It helped me and my clients.
This message from PayPal, it might help others:
"I hope this will help you with your customers. I have provided contact info for Spain and UK if you need additional information please contact PayPal. I thank you for using PayPal.
Since PayPal does not provide face-to-face transactions, our process for accepting credit cards and debit cards is very stringent. This process is in place to prevent the use of stolen or unauthorized credit cards or
debit cards, but occasionally affects valid cards.
If you have tried to use a different credit card, it may be that our security system is preventing the transaction from going through. Please try your transaction again at a later time.
Since PayPal is a non face-to-face transaction provider, our process for accepting cards is more stringent and complicated.
This process helps prevent the use of stolen and unauthorized cards. Since this process is very complex, it does occasionally affect validcards.
The denial of this credit card is not reflective of your credit worthiness.
In instances where a good card fails these checks, we suggest you try another card in the system.
Sincerely,
PayPal Account Review Department

Hi AVIPTRIPSPAIN,
It is strange that there are numerous buyers that are unable to make payments to your PayPal account through your website. From the error messages that you have provided, it does sound to me that the payments are being refused by the buyers card issuers.
When your buyers are trying to make a payment to you, you should advise them to ensure that they are entering all of the correct information before trying to complete the transaction to you. When they are entering their card billing address, you need to tell them that this needs to be exactly as it appears on their card statement.
If they are still facing problems, you should try contacting customer services again as the issue could be on your side. I can't go in to account specific information on the community due to data protection reasons so your best option would be to contact us and we will investigate it for you.
I hope this helps,
David.

I am having similar problems. The only reason we know is we have been contacted by buyers who have tried to purchase event tickets from us and had paypal decline the transaction. Yet in the same day we have transactions that go through !
Have reported a case ticket to help and a follow up chase email as no repsonse after 48 hours.
And yes, so far thats £200 in lost sales which is really annoying and bad for business, and bad for image too
