Buyer Keeps Trying To Purchase With Fake Billing Address-I Have To Keep Paying Fees For Each Refund

A person from Italy is wanting to purchase my virtual gaming service, however they are providing false name information and false billing address information. We don't need the address since it's virtual, but to prevent suspicous activity we insist they give their real address to verify their purchase and keep it legitimate.

This buyer attempted to purchase 2 of the service with random letters as the name and address, for that reason, I refunded both payments as I did not want to do business with someone who does not provide legitmate details for their transaction. After I told them why it was declined, they purchased again but they only added half their address (which is probably fake) with the first line being "Water" in Italian. It's pretty obvious they are refusing to give their real billing information therefore I refuse to serve them unless they give real details.

Now I must refund their third attempt, but I refuse to do so because every refund is loosing me money as I am paying the fee for each transaction they make. So they are costing me every time they provide false information.

I either want:

  • A way to block them
  • A way to refund without charging me

It's very stupid and pathetic that as a seller, I must pay for their refusual to provide legitmate billing address. They should be the ones paying for wasting my time and not wanting to provide real information.
