Buyer contacted me that she broke the item and now wants a refund or an exchange

Good Morning,
I have a non-eBay transaction with a buyer who wrote to me to let me know that she broke the item and wants to exchange it or receive a refund. I have that message saved. The buyer has been problematic and when this last issue is resolved I will no longer sell to them. The history, in short, has been two weeks of buying, one return (granted), cancelling orders due to inability to pay then immediately buying a more expensive item and asking to delay the payment. I am wondering what the paypal polices are for the return of goods damaged by the buyer. My other concern is that in addition to this particular item, she received three other items and may try something else similar. Thank you in advance for your help and suggestions.
