I sold an item to Canada. The buyer requests a refund and I agree. However it went via global shipping. When I type in buyer's email to send money, it asks for a valid phone number. I don't have one but also there isn't a box for a phone number.
Why isn't the buyer's email enough?

You don't ''send'' refunds. You use the automatic refund option, that way you get your fees credited back as well.
Click on the transaction in your paypal account and the refund option is on the bottom of that ''details'' page.
Advice is voluntary.
Kudos / Solution appreciated.

Thanks for this, I did issue a straightforward refund but they want their global shipping fee as well. The refund without that is paltry. What should I do?
