Seller saying Paypal is keeping payment for 21 days.

I recently ordered a item of ebay and paid straight away using paypal, The seller then contacted me saying that he has not received the payment as paypal are holding it for 21 days. He then said to me if i leave positive feed back saying ive received the item even though he hasnt posted it yet paypal will then release the money to him. Then he said he will post the item to me. This sounds to me that he has no intention of selling the item and would like some help on how to solve this problem. Many thanks Sharon.

Hey there,

 

We delay payments for some eBay transactions for up to 21 days to ensure that you are satisfied with your purchase. Such delays are called ‘eBay Payment Holds.’ Even when a payment is delayed, the seller must complete the transaction.

 

While it’s true that positive feedback will release the payment, we would never advise buyer to leave positive feedback if the item has not been received. The seller is informed that they must send the item as usual and if they provide tracking confirming delivery then we will release the payment faster too.

 

If he is unwilling to send the item you should open a dispute for ‘Non-Receipt’ and obtain a refund that way and leave negative feedback after.
