I have sold an item on eBay and the person who I sold it to has transferred the money to my pay pal account but on my pay pal account it says the money is pending and it’s not letting me access it, why is this and when can I access it?

It sounds like the payment is subject to a payment hold which applies to all PayPal accounts and there is no way we can override this. You will find more information regarding these holds here.
