Paypal Fees Vary even tho same item, same total price - Any Ideas?

Can anyone elighten me as to why paypal fees vary so much?? Im selling the same item yet on overseas shipping the total is 2p MORE but i recieve LESS!?! ( £32.07 total = £30.62 after fees vs £32.05 total = £30.76 after fees) so i best sell for 2p cheaper to save 14p!!?!?
Also i found another trasaction, both total £32.05 yet i get charged different fees!! ( £1.45 & £1.29) can anyone explain why???

For international transactions you pay a cross border fee as well.

Another varied fee too.
I would understand the across boarder fee if it was consistent, but they vary - so do fees on UK postal address'
GSP address vary in fees too.
