As a new member to Ebay I have some difficulty in getting my head round Ebay holding payment up for 21 days. I can understand if there is a dispute. I have found that not everyone leaves feedback (only a relatively small percentage do). I always obtain proof of postage. Even when I have sent items by recorded delivery and I know they have been delivered payment has not been released. What is the answer to this?

When I was a new ebayer I used to send feedback reminders to those buyers that hadn't bothered to send feedback. It went along the lines of:
I hope you received your item and are pleased with it. I left you good feedback and would appreciate it if you would do the same for me. I am a new ebayer and all feedback is gratefully received. Thank you.
Most of the time I would get feedback back within 2 days. It certainly helped with the flow of money.

If you enter the tracking number into the place available in the transaction info in your paypal account then when it shows as delivered your money will be released.
I never ask buyers for feedback, as a buyer it would annoy me as feedback is voluntary and can be left if and when a buyer feels like it.
Also i never leave feedback until the seller has left me some and as a seller i leave feedback for the buyers as soon as they have paid.
If you get proof of postage that is fine but remember that in the event of a dispute you have to provide proof of delivery to the buyer not just proof of sending or you need to refund the buyer if item lost in the post and then claim off RM with your COP and see if you can get some money back for yourself.
The holds are an extra buyer protection level, if a new seller does not send or refund then paypal will pay the buyer back and paypal loses out so for new sellers they hold the money so they do not lose out until that seller has a good selling record.
