Buying postage for ebay items - no option for international signed for

For the last couple of weeks my options when buying postage for ebay items has gone down to just two.  RM international standard and PW global priority.

 

I used to be able to choose International signed for but no longer.  Anyone know why???

I'm having same problem. The option to send 2nd class signed for has also gone.
