Buyer Provided Incomplete Postal Address What to Do?

I sent an item to a buyer to the address provided by PayPal via Royal Mail Recorded Delivery, but Royal Mail has returned the item back saying the address is incomplete. But it was sent to the address verifired by PayPal??
As I don't want to waste anotehr £3.90 trying to resend the item to an address confirmed by Royal Mail as incomplete....and PayPal / eBay policies state to only send it to the address stated??
What are my options? ...as i've wasted £3.90 on postage already ...shall I cancel the transation?

Call customer services and tell them, as you have done what they asked then hopefully they will still issue you a refund.
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent".
In the UK its free from any landline phone.
Advice is voluntary.
