what should i do if i was tricked into sending someone 40$ on paypal?

i got tricked and catfished into sending someone a 40$ and now they’re refusing to send it back

Then unfortunately you sent a 'gift' of money. You didn't use the option with buyer protection. 

If you funded your Paypal payment via a credit card then you could ask your card issuer for a chargeback, however again unlikely they will do so for a friends/family gift payment. 

So unless that person agrees to refund you then there isn't a lot you can do about it.
