phishing@paypay.com is rejecting my forwarded suspicious emails

I am receiving spoof emails from service at paypal.com. I forward the suspicious emails to phishing@paypal.com and they get bounced.

bounce message:

 

Delivery has failed to these recipients or groups:

phishing@paypal.com (phishing@paypal.com)
Your message wasn't delivered because the recipient's email provider rejected it.

 

I am assuming because the phishing email is from service at paypal.com, it rejects it out of hand.

The phish has a phone number in it which is the hook.

I am  getting one of these emails daily. And I cannot report it (so Paypal can understand the scale of the problem).

c'mon Paypal!

I am having same issue. I tried to forward 3 today. 

As recently as last week I could forward them without rejection.

I do understand that you are unable to report  spoof email. Please read this article to know how this can be done. You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page for any additional help. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).

Hello Paypal Moderator,

 

You don't understand the problem here. The phishers are more clever. They can send very legitimate-looking emails from "service-at-paypal.com" with their scammy emails, so when we attempt to forward them to phishing-at-paypal.com, the email bounces. You see?

Thank you! It makes sense that they would reject emails sent from 'service-at-paypal.com'
Yet our phishers are more clever. My email server allows me to change the sent-from email to the embedded fake email, so now I can forward them without them bouncing. 

 

Paypal's response was not helpful.
