impossible to file a dispute, and reporting a transaction makes it disappear? wth

I need to file several disputes against some people from asia who scammed me and didn't provide the services I've paid for. however, paypal got me stuck in a loop where there's no way to start a dispute, all I get is 'frequently asked questions' and such

 

I "reported" a transaction and I only got a "thanks for reporting" and the transaction disappeared -- really? so my money is not important, now I can't find a record of that transaction. so all this is telling me is paypal is actually supporting the scammers and not the buyers?

 

so basically there's no obvious way of starting a dispute? it's either burried under a button or flow I'm not seeing, or has to always come from a question posted here?

already mentioned I'm stuck in a loop where nothing's possible. I need someone to tell me where's the magic button hidden or what series of unique confusing steps I should take to be able to actually start a dispute. please read my message carefully
