I filed a dispute with Paypal from a vendor that shipped me the wrong item.  When I contacted the seller, he informed me that he would be sending out a replacement.  I followed up with the seller when the replacement wasn't received and he apologized and told me he's shipping another one out.  Waited again and there was still no replacement.  I decided to file the dispute with Paypal, but my dispute was automatically closed on the favor for the seller since it more than 30 days of the date of delivery.  How can I reopen or escalate this dispute because the first recommendation from Paypal is to contact the seller for a resolution.  The seller kept promising he would send a replacement and gave the seller the benefit that he would keep to his promise.  TIA.

You have up to 20 days to escalate a dispute to a claim, if you don't then it will auto-close and you can't re-open it. You also can't open a second dispute for the same transaction.

 

What you should have done is escalate the dispute to a claim and then if you won and got a refund but then the item turned up it would have been easy enough to just pay the seller again.
