I'm considering buying items from the eBay used market. But it wants me to send it to a PayPal account and I don't trust it. Can I get the money back if I send it? if i get scammed

How do you want to pay the seller if you don't want to use your paypal account?

Not all sellers accept paypal and most give you other options like debit or credit cards.

I can pay in app with safely but seller doesnt accept I guess he is scammer

Well paypal has nothing to do with ebay now as ebay use their own managed payments.

So not all sellers use paypal, but they normally allow cards instead if paypal not an option.
