Why is a return I made not being credited back to my PayPal Credit card?

I made a purchase online that I ended up returning in February. I asked Paypal if it had been processed on their end yet, and was given the refund, or so I was told. The store confirmed the return in early March, no issues. Until later in March I was re-charged by PayPal credit because they only gave me a provisional credit. But why was I charged if the store received the item, processed it, and I let Paypal know the details as well? I dispute has been open in the resolution center for about a month now. I was chatting today with customer service and was disconnected.

I did. I've been waiting over 6 weeks for a "resolution". When i contacted them last week, it was "disconnected". And all they say is not to worry, everything is working out 🙄
