Why does paypal share account transactions with google pay?

I got a notification from the Google Pay app on my phone saying I spent the most money this month on 'Insurance' and I was very confused how or why it would even know that. After selecting the notification: google pay showed me a list of transacations for various amounts that it automatically labeled as 'Insurance'. I was very confused and after looking at the app's home page I found that PayPal shared every single one of my transacations, whether that was payments from friends/family to charges for services I used paypal for. I do not understand why PayPal believes it was okay to share this transacational history with a 3rd party that I did not approve to share this history with. I feel like this is a huge privacy and security breach that should never have happened. Now I'm beginning to wonder who else PayPal has shared every single one of my transacations with without telling me.

They changed their "policies". They are losing credibility.
