Normally you can't appeal a permanent limitation however if its none of the above reasons then contact customer services?.
Click help / contact bottom left of Paypal pages for options available for your country.

For reasons I'll never understand, PayPal doesn't feel like it needs to give an explanation when they ban someone. You are far from the first victim of their capricious and opaque policies. Sadly, you're probably not going to be able to reopen the account. If it's a significant amount of money and you need it right now, your best bet is to hire an arbitrator. There are arbitration outfits that specialize in getting money out of frozen PayPal accounts - forum rules prohibit me from offering any links, but you can probably find one on your own.

Why not stop telling folks that they won't get their account back if permanently limited.
Quite a lot do appeal and get reinstated so why are you putting them off trying?
Their best bet is to contact customer services and appeal, especially the original poster as it could have just been an admin issue.
