Why did I get a declined message for a purchase I never made?

I just received a text message and email claiming a purchase on my Paypal card had been declined. I haven't made any purchases with my card tonight, and all the purchases I have made have gone through and completed. When I consulted the Paypal's help chat, it could only tell me the payment was to Paypal itself. What is going on?
