You’re supposed to wait 180 days and for PayPal to email you when It’s ok to withdrawal. If you haven’t been emailed about withdrawing after the 180 days, contact customer services to follow up:
Scroll down to click “Message Us” or “Call Us” option on the bottom.

You may need customer assistance to enable the withdraw function and PayPal may need need to verify some information to do that.
