Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.
Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.
So they give some buyer and some seller protection. However that protection can never be a 100% coverall so you need to read it so you can risk assess your transactions.
They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.
The best thing is to not buy from them in the first place, to recognise them -
1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

Course they are stealing, if you read my post even if paypal cut them off after xxx many complaints they just change their name and start over.
Its you that is allowing them to continue by not researching before purchasing and not risk assessing your purchases.
Buyer beware.
I got scammed by a China company once, tossed the tat in the bin and learnt from it, which is why I post the above to help you recognise them but generally avoid purchasing from Social Media sites.
Make sure you escalate to a claim, if you lose because they posted tracking, then post back here for more advice.

Well when you click to open a dispute in the resolution centre you have to select the appropriate one ie item not received / item received but not as described / unauthorised transaction etc etc. So which one did you open?

I too have been caught with this company Wellnee on the 20th November in a Black Friday deal on Instagram, more fool me for ordering 1 box knee pads for £13.50 with free shipping then receiving 2 invoices, the first for £17.60 which was my order plus shipping, the next with both items on - 4 boxes of knee pads not ordered - so £56.35 later I raise a resolution and was told there was nothing Paypal can do, neither could my bank as it was Paypal who were dealing direct with a company called who send you round and round in circles. Where do we go from here, they must be making a fortune of their scams with no recall. Pretty appalled this can happen
