Cannot use PayPal account saying I'm under 18, after proving I was over 18 I cannot use paypal and they suspended my account even after sending my details in. Saying I did not follow agreement when I barely used PayPal as it is.

The point may be were you over 18 when you opened your Paypal account?

If not then it would always be an illegally opened underage account.
