Unfamiliar statement description "PayPal Inc"

Long-term member recent transaction statement naming PayPal Inc as receiver of refund I issued back to the person who sent it to me. Accompanied with email correspondence by way of transaction details naming time refunding for my purchase. Also refund was not received by sender and PayPal refuses to open dispute

I received money through chime pay anyone after receiving the money I was unable to withdraw the money so I was offered on my app an option to issue a refund I immediately saw the money leave my account with a transaction attached and the transaction was labeled the recipient of the money I just refunded as PayPal Inc thus far since October 6th PayPal has stood firm that chime did receive the refund it was processed successfully and completed however chime will not hear me on my misfortune because I've had to pay out of pocket now to my friend who I sent the money back and said they never got it, they are insisting I send proof PayPal issued a refund by way of statement PayPal will only offer me emails pertaining to this transaction all I know is that when I first got the notification in my email that I receive money through time it said verbatim from PayPal chime just sent you a full refund for your purchase I've never bought anything from chime I didn't even know they sold anything I don't know what to do and $700 is a lot of money please help me oh and I also have correspondence to my PayPal assistant from employees stating that this is an issue and ongoing an issue and that my account was added to the list and it would let me know via email when it was updated I asked for something like that in writing and they refuse to give it to me
