Unauthorised transactions without 2FA

How can Paypal.allow fraudulent transactions without the owner of the account recieving text message for authorisation? The account is set up with 2FA.. On the first transaction, a quite expensive one, we recieved a message asking if we had authorised, we replied no, and they still put it through. The dispute resolution centre has not been much help as its BOSE who apparently dont care. But more importantly the account has been hacked again after the first card was frizen and the oasswird changed and now two more transactions put through. We wouldnt even have known if it wasnt for checking the account this morning. Very disappointed in how Paypal Security has let us down.
