Shameless buyer and unreasonable paypal

fraud. A buyer initiates a refund, and his refund name is the same as his payment name, but in the end when paypal made a decision, the buyer's name changed to someone else's name. Is this a security issue with paypal? If all buyers have this technology, then they can refund whatever they want. They can say the account was stolen. I also sent the name of the screenshot of the refund to paypal, but they just decided to refund. This buyer initiates multiple transactions with me. Many refunds have been made by now. Why can't paypal see the information I provided and didn't give me an explanation.

I just have one question. The scammer said that he had stolen his credit card. Then the name requesting the refund is not the same as the buyer's name. Can this also be refunded? And shouldn't he go to the account that stole his credit card? Can he still change his identity and name on PayPal?
